Emmery Ingenieur de Chef directeur des Ponts et chaussers Chemin de Fer 1838', which translates as 'A token of gratitude from the inhabitants of the town of Calais to Mr H. C. Emmery Chief Civil Engineer of the Highways and Railways 1838'.
