The crest is for James Harris, later 1st Earl of Malmesbury (1746-1820). The Prussian eagle, an augmentation to the arms, was added in 1789.
The initial is probably for William Wellesley-Pole, 1st Baron Maryborough and 3rd Earl of Mornington (1763-1845).
