[1 February 1903], asking for Strong's help from his 'encyclopaedias of knowledge' in respect of the year 1816 when in the aftermath of the Napoleonic Wars Lord Castlereagh (then Foreign Secretary and leader of the House of Commons) wished to maintain wartime levels of taxation and 'talked about "ignorant impatience of taxation"; but the H[ouse] of L[ords] swiftly reversed his policy and insisted upon great reductions', 1½ pages, 8vo, bifolium.
