One of two editions of this notorious pamphlet published in the same year, the dedication signed 'Phil-porney.' The imprint of A. Moore is fictitious. Since it advocates a scheme of public houses of prostitution, the work is sometimes attributed to Bernard de Mandeville whose Fable of the Bees (remark H) praised the wisdom of the Amsterdam authorities in tolerating Temples of Venus.
