A FINE EXAMPLE OF HANCOCK'S BOLD, FLORID SIGNATURE, AS HE APPOINTS BAILEY BARTLETT sheriff of Essex County, Massachusetts, just over two months into the life of the new Republic. Governor Hancock was crucial in getting the Massachusetts ratification convention to endorse the charter contrived by the Framers in Philadelphia (Bartlett was also a delegate). It was a near thing, and the prospects of the new union would have been shaky without Massachusetts. Bartlett served as Sheriff of Essex County until 1811, yet he also served as a Congressman for Massachusetts from 1797 to 1801.
