The arms are those of Kemmys, presumably for George Kemmys (c.1729-1805), of Newport, Malpas, Bettus, Panteg, and Llanfrechva. He was an attorney-at-law and a Clerk of the Peace. He married twice, firstly in 1758, Sarah (d.1759), daughter of William Evans, of Chepstow, Monmouthshire and secondly in 1767, Eleanor (d.1803), daughter of John Carne, of Nash and Marcham, Berks.
