For a nearly identical example with the same eagle inlay see Charles F. Montgomery, American Furniture of the Federal Period (New York, 1966), p. 386, no. 375. Montgomery attributed the Winterthur example to Charleston based a on a cellarette (no. 343) with the same inlay and cypress secondary wood.
