Le Couteur was born in Jersey in 1777 and entered the service of the East India Company's Madras Army in 1798. He was commissioned Lieutenant in the 12th [Madras] Native Infantry on 1 January 1800 and Captain-Lieutenant from 31 January 1806. He died at St Thomé, Madras, on 14 October 1807. There are two pictures by Le Couteur in the National Army Museum: The Rock and Temple of Trinchinopoly, 1801, and The Market Place at Trinchinopoly showing officers of the Madras Native Infantry, 1800 (NAM 1968-03-1 and 1959-03-120).
