Attributed to Lodewijk Toeput, called Ludovico Pozzoserrato (Antwerp 1550-1605 Treviso)

The wooden structures on the river seem to be the mills of a type used on the River Adige in Verona until the mid-20th Century. The bridge behind could be the Ponte Pietra, with the towerbells of Sant'Anastasia and the Cathedral nearby.
